Because Lisa is the "good looking, smarter one" of the two girls. Not to mention Marge is sometimes saying: "Why can't you try harder in school, like Lisa?" kind of makes Maggie resent her older sister.

And I don't care if the current Simpsons tries to make Maggie some kind of Super Baby.

I gave up trying to give Lisa smaller pony tails, so she now has four puffy ones that come together.

From this point of view, you can't see the on of them directly behind Lisa's head.
